Land packaging is the second stage of the seven stage real estate development matrix. Land packagers acquire unentitled land and create a vision for future development. Land packagers buy land with potential and sell land with a plan. The critical condition for land packagers is gaining public approvals. Land packaging typically involves a zoning or re-zoning and the development of a conceptual plan for the property. Land packagers employ planners, architects and many other consultants in the process. Typically, a land packager does not provide physical improvements to the site, but sells to a Land Developer who will construct horizontal improvements. Land packagers create a vision and must work well with municipal government and local stakeholders to arrive at a plan that creates value. This session will explore how land packagers assess risk and analyze return for land packaging.
